In the later part of the session of the KG PAN, nominations were made for the chair-elect of the KG PAN. The only candidate was Prof. Dr. Rafal Wiśniowski, AGH Pro-rector for Cooperation, proposed by Prof. Dubinski. In an open vote, the list of candidates was unanimously closed, and the selection committee distributed ballots for a secret ballot for Prof. Dr. H.E. Rafal Wiśniowski, as Chairman of KG PAN. The committee announced the results of the vote. Prof. Rafal Wiśniowski, was unanimously elected chairman-elect of KG PAN. Prof. Pawel Zieba congratulated Prof. R. (IMG PAN), Prof. Zbigniew Kasztelewicz, D.Sc. (AGH), Prof. Przemysław Skotniczny, D.Sc. (IMG PAN) and Prof. Mariusz Łaciak, D.Sc. (AGH). The number of candidates exceeded the maximum number of members appointed by the Committee, so their election was made by secret ballot.
After counting the votes, the Commission found that Prof. Waclaw Dziurzynski, Prof. Mariusz Laciak and Dr. Przemyslaw Skotniczny had been elected as Committee members appointed by the KG PAN.
After the conclusion of the personal elections, the discussion on the Structure of the Mining Committee of PAN began. It was decided not to establish a Section at the inaugural meeting, and to move the discussion of the structure to the next meeting, thus giving the Committee members time to think about it.
A discussion was also held on potential topics for the Committee at future meetings. Prof. Nagy suggested a discussion on the concept of changes in the discipline area of Environmental Engineering, Mining and Energy. The purpose of the potential changes would be to strengthen the role of mining in the now very broad discipline. Prof. A. Tajduś recalled historical discussions on this topic, while pointing out potential difficulties.
Prof. Krzysztof Galos, Chief National Geologist, informed the attendees of ongoing work at the Ministry on amending the Geological and Mining Law. The draft will be consulted with the Mining Committee of the Polish Academy of Sciences.
Closing of the meeting
Prof. Rafal Wiśniowski - chairman-elect of the Mining Committee of the Polish Academy of Sciences, thanked those present for coming and actively participating in the Committee meeting. At this, the meeting was concluded.
The materials below relate to the work of the Mining Committee in previous terms.
Minutes of the Plenary Meeting
of the Committee on Mining of the Polish Academy of Sciences
on 31 May 2023
The Plenary Meeting of the Mining Committee of the Polish Academy of Sciences was held on 31 May 2023 in the Management Building of Z.G.H. "Bolesław" S.A.. Twenty-seven members were present at the meeting, representing 61% of all KG PAN members. In addition, four guests were invited.
The Chairman of the Committee, Prof. W. Dziurzynski, welcomed the members of the Mining Committee of the Polish Academy of Sciences and presented the agenda for the meeting:
- Information from the Committee Chairman.
- Presentation of a paper by Mr Bogusław Ochab, President of the Management Board, entitled. "Strategic aspects of the decommissioning of the Olkusz-Pomorzany mine".
- Presentation of a paper by Prof. Krzysztof Tajduś titled "The hazards of the ground surface associated with the decommissioning of underground mines".
- Plenary discussion of the issues raised.
- To support the Candidate of the Mining Committee of the Polish Academy of Sciences for election as a member of the Council for Scientific Excellence for 2024-2027.
- Free applications.
Professor W. Dziurzyński gave the floor to President Bogusław Ochab. The President discussed the current status of mine decommissioning. A historical outline of the operation of the Bolesław, Olkusz and Pomorzany Mines was presented. The hydrological challenges of mine sinking were described. Information on the water environment monitoring network was presented. The problem of sinkholes, related to the historical mining with the chamber system on the cave-in, was discussed.
President Ochab presented the challenges facing Z.G.H. "Bolesław". Currently, there is a problem of flooding with rising groundwater levels. Counteracting the emerging problems is, first of all, the construction of water melioration facilities, preservation and creation of water retention systems, shaping proper spatial management of river valleys, construction and maintenance of flood banks and maintaining the patency of watercourses. Significant current problems also arise from historical mining, which is poorly documented.
The paper was followed by a discussion that dealt with the technical and legal aspects of mine decommissioning. There was great interest in historic mining, which is technologically under-documented and has a significant impact on the decommissioning process.
The second paper, entitled 'Surface hazards associated with the decommissioning of underground mines', was delivered by Professor Krzysztof Tajduś. The paper focused on the issues of:
- Risk management and company liability in post-mining areas.
- The occurrence of land surface hazards associated with the decommissioning of underground mines, including the issue of continuous and discontinuous deformation.
- Methods used to predict land surface deformation in mine sinking are analysed.
- Case studies, from decommissioned German mines, are presented.
- The possibility of post-mining tremors is discussed.
- The problems of sinkholes are discussed.
There was a great deal of interest in the topics of the paper.
The papers were followed by a brief discussion on the election of a representative of mining science to the Council for Scientific Excellence. The assembled members of the Mining Committee unanimously indicated that it was in the vital interest of Scientists carrying out mining research to elect their representative within the disciplines of environmental engineering, mining and energy.
The Chairman of the Committee thanked the speakers for preparing their lectures and the Committee Members for coming. The host of the Plenary Meeting, President Bogusław Ochab, invited the attendees to visit the exhibition Zinc Knowledge Mine.
The meeting was concluded at this point.
